SHAC is in Beta, Daniel believes SHAC would be a great way to hold accountability to a system that has no accountability to it's recipients. We welcome and support all innovative ideas that challenge the Housing First failed policies to addressing Homelessness and hope all of this spurs a public debate that will benefit the millions of people suffering from unfair treatment, suppression of their Constitutional Rights, and abuses in the system of homeless providers.

ATTENTION: All Homeless Citizens of Portland and anyone currently accepting services from any AHFE Partner Organization is now officially honorary members of SHAC and the Homeless Citizens Movement!

Our Mission: Addendum to the claims made in the Preamble to the Declaration of Independence specifically regarding unalienable Rights- Our mission at SHAC is to also add to those truths that free and uninhibited access to the systems and mechanisms that provide for the pursuit of happiness be made available to every class of citizen. Those mechanisms include, access to gainful employment, quality healthcare, equal and fair treatment in the provision of public services and a justice system that allows for the opportunity to redeem quality standards of living for the poor. Furthermore, our mission provides for the philosophy that all that should ever be needed to secure our rights as citizens is that we find ourselves on American soil.

Who is SHAC?

The Sheltered and Homeless Advocacy Coalition, is a coordinated collected body of homeless and sheltered citizens as well as human rights, civil rights, disability rights, and supportive housed citizens. Starting in Portland, Ore. -We are growing rapidly in numbers and support across the country.

SHAC was founded in order to hold accountable all organizations, including state and local municipalities, that receive public funding of any type, to any promises made, either verbally, or implied by advertisements, marketing, press releases or in mission statements to those terms which have been used as a means of acquiring or ensuring our participation in any program created or managed by such organizations. 

We believe that "Holding providers accountable to promises made is NOT the same as being ungrateful for services, it is instead our duty as Homeless Citizens, as we are the only ones in a real position to understand unfairness in the system and have the right to fight for the justice that corrects those abuses!

In order to accomplish those means SHAC seeks to educate and inspire Homeless Citizens in regards to their rights and responsibilities and help them in the filing and navigating the federal grievances/ requests for modification portals. SHAC also is the organizing body behind the "Homeless Citizens Movement".

Although Daniel believes in the Homeless Citizens Movement and SHAC and is sure that they both would be valuable resources to help acquire Homeless Rights, this is just not the right time to raise funds for these organizations. Join the Homeless Citizens Movement!

Predicated on the fact that we are not just homeless persons but indeed citizens of this great country and the state, city and local municipalities. We are endowed with all of the same rights and privileges as any citizen and that because of the intense trauma, emotional and physical stress, and abuse that we have endured while living on the streets, we often have what are refereed to as "disabilities".  However, where others see "disabilities", we instead see one of our greatest strengths in the fact that those disabilities provide even more protection of our rights as citizens. Join us in the current fight against a broken homeless system where funds intended for the poor never reach us, a system that treats us as second class citizens confines us, and where unfair treatment attempts to control us. These things were only possible because we have remained complacent, until now. We have reached the tipping point and instead of fighting each other, instead of allowing ourselves to be distracted by our individual needs, we are united together as homeless brothers, sisters and supporters for the common goal that our rights as citizens be recognized! 

Our History

Based on the reported abuses in the Portland Homeless and Housing Initiatives and out of specif concerns addressed at the River District Navigation Center by the shelter residents, we formed the coalition called SHAC, Sheltered and Homeless Advocacy Coalition. This was in response to the poorly built internal grievance process of the RDNC and the many abuses we recorded as a group. Reaching out to the community for support we found that we had no real advocates as every homeless and housing provider was connected to the same CoC Initiative and very large portions of their budget depended on that public funding. Although the staff all had well intentions, no one was available who actually advocated for our rights as homeless shelter residents. 

Here is our original Declaration of Rights and Grievance that 36 out of the 72 shelter participants signed that day:

Declaration of Rights and Grievances

We the residents of the: River District Navigation Center, shall unite into a collected and organized body any and all persons for whom are intended homeless services as a means to ensure that our rights are in no way infringed upon. In order to hold accountable all organizations, including state and local municipalities, that receive public funding of any type, to any promises made, either verbally, or implied by advertisements, marketing, press releases or in mission statements to those terms which have been used as a means of acquiring or ensuring our participation in any program created or managed by such organizations.

We Declare on this day; November 13th, 2019, as a collected body of individuals with a vested interest in our rights as Citizens that we will engage in any lawful and non-violent means necessary all actions at our disposal to ensure the protection of our rights and that justice, fairness, and equality be the measure by which all services are delivered to us by any publicly funded entity.

From this day forward our group shall be known as: “Portland's- Sheltered and Homeless Advocacy Coalition” (SHAC), and that it is our hope that our brothers and sisters currently sheltered in other facilities, or who may still be homeless, as well as any other community members who support human rights, civil rights and the rights of people seeking a path out of homelessness, will join us in solidarity, increasing in strength by numbers, and offering to ourselves a voice in shaping policy and initiatives for homeless and sheltered persons in a way that meets the requirements of justice for all.

I, (First and last name): ______________________    _________________________, do hereby pledge my heart, hands and head to be a full member of SHAC, and do so voluntarily and under no compulsion, with all readiness and eagerness to stand united under the before mentioned causes.

Our Philosophy

As mentioned above:

Our philosophy is drawn from our original Declaration of Rights and Grievances:

"As a collected body of individuals with a vested interest in our rights as Citizens that we will engage in any lawful and non-violent means necessary all actions at our disposal to ensure the protection of our rights and that justice, fairness, and equality be the measure by which all services are delivered to us by any publicly funded entity."

Our philosophy also always places first importance on collaboration and partnership, seeking transparent and honest dialogue between providers and recipients in a way that provides for equal and fair treatment, mutual respect and the recognition that both provider and recipient are each citizens with the same rights.

What we do

Offering ourselves as a voice in shaping policy and initiatives for homeless and sheltered persons in a way that meets the requirements of justice for all.
Assist in navigating the Federal Grievance/ Request for Modification Process

Federal law gives everyone the right to file a grievance against any organization that receives public funding as well as employers. Every Person with a disability living in publicly funded housing has the right to request a "Modification" in the physical facility, or in rules and policy that prevents them from utilizing the full use of the facilities.

 
 
Connect you to SHAC Certified Housing Options

Not all housing or shelter providers are bad. SHAC, at a provider's request can go through our verification process. Providers that meet the qualification and training standards will receive a certificate. We keep an extensive lists of those providers and are happy to connect you to one that you will be sure to be treated fairly at.
